A permit lives until the owner cancels it
An Iowa tax permit does not end when the business does. It stays effective until the owner cancels it or the Department revokes it, and the difference is years of letters.
The Iowa Department of Revenue states the rule plainly: if you are closing your business, you must cancel all tax permits and file returns through the permit cancellation date, to avoid future communications from the department. Those communications are what a cancelled permit prevents.
The permit itself costs nothing, which is how the step gets forgotten. Registering was free, so nothing bills you when registration is forgotten. Only the letters arrive, and the closing order page puts this step before the entity filing for exactly that reason.

Two ways to cancel — GovConnectIowa or form 92-034
The cancellation happens in one of two places. Online, it is GovConnectIowa, the department's account system. On paper, it is form 92-034, the Iowa Business Tax Cancellation, the Request for Cancellation of Tax Permit.
The paper form is direct about its own handling. Incomplete or outdated forms will not be accepted, and any illegible information sends the form back. Signature must be by hand or via a digital signature with a digital certificate; stamped or typed signatures are not accepted.
It mails to Registration Services, Iowa Department of Revenue, PO Box 10470, Des Moines, IA 50306-0470, or by fax to 515-281-3906. For a business closing with employees, the withholding account rides the same form, and the final payroll filings run on their own federal calendar either way.

The final due date rule on the form
One sentence on form 92-034 sets the calendar for the whole Iowa tax side of closing, and it is worth reading before choosing a cancellation date.
All returns must be filed up to the effective cancellation date, and the final due date is the end of the month following the cancellation date. If the cancellation date is left blank, the form is returned.
Read that with the department's own framing: returns run through the permit cancellation date. A cancellation dated the last day of business means one final return, for the stub of the period that came before. An earlier date is almost never what you want, because sales made after it still owe the tax.

Sole proprietorships or single-member LLCs require a Social Security Number or ITIN on the cancellation form, and all other entities require a Federal Employer Identification Number. — Iowa Department of Revenue, form 92-034, retrieved 2026-09-29
Which accounts the cancellation carries
One cancellation can carry several tax types, but only the ones listed. The form's account section covers sales and use, automobile rental, hotel and motel, household hazardous materials, vehicle lease, water service excise, income tax withholding, and fuel tax.
The department requires a separate permit number for each tax type a business registers for. The cancellation form wants each account's permit number next to its box, which is the practical reason to collect them before the business closes and the login is forgotten.
One account sits outside this form entirely: alcohol, tobacco and lottery licences cancel through GovConnectIowa by the department's own instruction, not on the paper form. Everything else rides form 92-034.

The unemployment account closes with a different agency
The unemployment insurance account is not a Department of Revenue account, and it does not close with form 92-034.
Iowa Workforce Development keeps it, and closes it on form 68-0294, the Application for Termination of Coverage, handled by the Unemployment Insurance Tax Bureau in Des Moines. The form asks for the account's quarterly gross wages and the largest number of employees in each week of the year. So the payroll records need to be at hand.
That makes three agencies in the Iowa half of a closing: the Secretary of State for the entity, the Department of Revenue for the tax permits, and Workforce Development for the unemployment account. The closing order page sequences all three, and the costs page prices the sequence.

Questions
Can I cancel my Iowa sales tax permit by email?
No. The department's cancellation routes are the GovConnectIowa online account, or form 92-034 by mail or fax. The form itself states forms must not be emailed, and warns about the security of faxed personal information.
What happens if I just stop filing Iowa returns?
The permit stays active until it is cancelled or revoked, and the department's future communications keep arriving. Filing returns through the cancellation date and cancelling the permit is what ends that correspondence.
Does cancelling the Iowa withholding permit end federal payroll filings?
No. The federal filings run separately with the IRS — the final 941 or 944 for the quarter with the last wages, the final 940, and the W-2s by that return's due date. Iowa's cancellation covers the state account only.
Can one form cancel sales tax and withholding together?
Yes, if every account and its permit number are listed on form 92-034. The form has a box for each tax type with an account ID line beside it. The unemployment insurance account is the one that needs its own form elsewhere.
When should the cancellation date be?
The last day of business is the usual choice. Returns are due through that date, and the final due date is the end of the following month. An earlier date does not stop tax on later sales, so it rarely saves anything.
